چکیده | ||
«جامعه بینالمللی»، مجموعهای متشکل از بازیگران مختلف در عرصۀ جهانی است که بر اساس چارچوبهای قانونی و پذیرفته شدهای به نام حقوق بینالملل و تعهدات آن، به یکدیگر پیوند خوردهاند. در این جامعۀ گسترده و متنوع، رعایت حقوق بشر از جمله برقراری صلح، امنیت و حفظ کرامت انسانی که از اصول اولیه، بدیهی و فطری انسانها به شمار میرود، همواره مورد تأکید بوده است. وجود گستردگی و تنوع آراء و اندیشههای سیاسی، اقتصادی، فرهنگی، نظامی و ... و منافع متفاوت بازیگران جهانی، باعث شده است حقوق بینالملل در زمینۀ صلح عادلانه، رعایت حقوق بشر و حفظ کرامت انسانی مورد خدشه و آسیب قرار گرفته و به نوعی ناکارآمدی دچار گردد. یکی از نمونههای بارز این آسیب در مقطع کنونی، بحران یمن است. هر چند آغاز بحران یمن را به سال 2011 و همزمان با موج بیداری اسلامی ذکر میکنند؛ اما این بحران از سال 2014 و به دلایل داخلی آغاز و با حمله عربستان در مارس سال 2015 میلادی شدت گرفت. یافتههای تحقیق که با رویکرد توصیفی- تحلیلی و بهرهگیری از منابع مختلف گردآوری شده است، نشان میدهد وظیفۀ خطیر حقوق بینالملل و نهادهای بینالمللی به دلایل مختلفی در حل این بحران، کارآمد نبوده است. منافع مختلف بازیگران داخلی و منطقهای و بهرهگیری از منابع مالی و نفوذ کشور عربستان، نوعی استثناگرایی ایالات متحده و عدم بیطرفی در مواجهه و حل بحران یمن به وجود آورده است. مسألهای که ضمن نشان دادن ناکارآمدی سازمان ملل، صلح، امنیت منطقهای و کرامت انسانی را مورد هجمه و آسیب قرار داده است. | ||

"The international community" is a series of different actors in the global arena that linked to each other based on accepted and legal frameworks with the name of international law and its obligations. In this broad and diverse community, following human rights including peace, security and human dignity that is the primary, obvious and natural basis of humans, has always been emphasized. The diversity of opinions, and the ideas of the political, economic, cultural, military and ... and the different interests of global players, has led to damage and to be deficient the international law in the field of peace, human rights and human dignity. One example of this injury at this point is Yemen crisis. Although the beginning of the crisis in Yemen was in 2011 and coincides with the wave of wave of Islamic Awakening, but this crisis intensified from 2014 and because of internal reasons and the Saudi invasion in March 2015. The findings of the study with analytical approach and using different sources has collected, shows serious task of international institutions because of various reasons is not effective in resolving the crisis. Different interests of local and regional actors and the use of financial resources and the influence of Saudi Arabia has created a kind of United States exceptionalism and the lack of impartiality in facing and solving the crisis in Yemen. This problem as well as shoving the ineffectiveness of the United Nations, has damaged the Peace, regional security and human dignity. | ||
