| پیشینه و اهداف: هدف پژوهش حاضر، مطالعة سیاست های آموزش عالی در سراسر جهان و تأثیر آن بر بهبود کیفیت آموزش و یادگیری است. روش ها: برای این منظور، از روش مروری و تحلیل مفهومی داده ها استفاده شد. با بهره گیری از پایگاههای دادهای معتبر در راستای سؤالات پژوهش، تلاش شد تا سیمایی جامع برای این بررسی ترسیم شود. یافته ها: یافته ها نشان داد سیاستهای متمرکز بر افزایش دسترسی به آموزش عالی، ارتقای کیفیت برنامههای درسی و تقویت همکاریهای بینالمللی، نقش قابلتوجهی در بهبود دستاوردهای آموزشی ایفا میکنند. همچنین، سیاستهای مبتنی بر شواهد که بر نیازهای محلی و جهانی تمرکز دارند، منجر به افزایش رضایت دانشجویان و بهبود مهارتهای فارغالتحصیلان میشوند. این مطالعه بر اهمیت تطبیق سیاستهای آموزش عالی با چالشهای نوظهور جهانی و نیازهای بازار کار تأکید میکند. نتیجه گیری: آموزش عالی نقش کلیدی در توسعة اقتصادی و اجتماعی جوامع دارد و سرمایهگذاری در این بخش بازدهی بالایی ایجاد میکند. دولتها و سازمانهای خصوصی باید در آموزش عالی سرمایهگذاری کنند تا بهبود جامعه و افزایش سطح توسعه را تضمین نمایند. سیاستگذاری صحیح میتواند به بهبود کیفیت آموزش، توسعة مهارتها، توانمندسازی اساتید و دانشجویان، ترویج پژوهشهای علمی، ایجاد برنامههای تحوّلی و حمایت از دانشجویان کمدرآمد منجر شود. این سیاستها شاملِ توجه به نیازهای جامعه، تعیین اهداف آموزشی، توسعة برنامههای کارآمد، تأمین بودجه و استفاده از ابزارهای ارزیابی کیفیت آموزش است. | ||

| Background and Objectives: The present research aimed to study higher education policies worldwide and their impact on improving the quality of education and learning. Methods: Using reputable databases, a comprehensive review was conducted to answer research questions, and a conceptual analysis was performed on the available data to draw a comprehensive picture for this investigation. Findings: The findings showed that policies promoting access to higher education, improving curriculum quality, and fostering international collaboration significantly enhance educational outcomes. Evidence-based policies addressing local and global needs also boost student satisfaction and graduate skills. The study highlights aligning higher education policies with global challenges and labor market demand. Therefore, Higher education is crucial for societal development, offering high returns through economic and social progress. Conclusion: Governments and private organizations must invest in this sector to enhance quality, develop skills, empower professors and students, promote research studies, and support economically disadvantaged students. Effective policies should address societal needs, set educational priorities, create transformative programs, ensure adequate funding, and use evaluation tools to measure quality. | ||
